Unfortunately, high infrastructure costs are another impediment. Unlike basketball, which only needs a ball and two hoops, American football requires a very specific infrastructure, along with expensive sports equipment, which makes it so difficult to popularize the sport in other countries.
While the NFL in Europe isn't even a little bit close to as popular as it is in the US, there are still more fans than you might expect. You never know what you will find without trying, so here's a list of some great places to watch the Super Bowl in Europe.

Mexico has the biggest NFL fanbase outside the USA
